INTRODUCTION

Is Sacramento County Supervisor Dickinson attempting to disenfranchise CPAC, our community's voice, specifically identifying it's Chair, Debbie Byrne? You be the judge. Read the correspondence below between Sacramento County and the California Energy Commission (CEC). Read the three emails to-and-from Supervisor Dickinson and the letter to CEC that follows from Sacramento County Counsel. County Counsel's letter also includes the five-page original resolution that established our CPAC in 1975.

There is a link provided for reference after the first page of Counsel's letter. The link is to an excerpt from the CEC hearing where the CEC recognized CPAC.

The documents below are "docketed" by the CEC as part of the public record of the proposed Rio Linda Elverta Power Plant. Actual scans of the correspondence follow the copy of the initial email between Sacramento County Supervisor Roger Dickinson's office and the Energy Commission Staff.

Could you please explain whether the Rio Linda CPAC, as represented by Debbie Byrne, is an intervenor in this process, or enjoys another status?  I would appreciate your clarification of this matter.  Thank you.

Karen,

CPAC is not an intervenor.  One way to tell who is and intervenor is to go to the Rio Linda project website and go to "Proof of Service" list.  I forwarded it to you.

We treat CPAC as an agency.  We ask all agencies to weigh in on matters affecting them.  Calif. Dept. of Fish and Game, for example is asked to actively participate on matters over which it has jurisdiction.

I don't understand what criteria were used to determine that the CPAC should have agency status, as they are a voluntary, advisory body to the Board of Supervisors.  As such, they have no staff of their own or budget.  It would help if you would clarify this for our office.
