An article covering the complaint I filed with the Registrar of voters citing
campaign disclosure omissions and errors appears in today's Rio Linda Elverta
News. I have placed that article and supporting copies of the forms as filed
by the candidates on line for your review. Two candidates for my vacated
seat on the board neglected to disclose a significant portion of their contributions,
missed legal notification deadlines by many days, show a lack of understanding
of very basic finances, and appear to not be able to comprehend even simple
instructions for completing the forms that are required by law and signed
under penalty of perjury.
The facts about the so-called "new" retirement benefits are still the same
as reported two weeks ago, that information is still available on line.

Hello all,
I feel that it is a shame the Rio Linda News has chosen to take sides in
the Water District election without allowing both sides to present their
case.
Two weeks ago Don's column contained pointed accusations against Mary Harris
and Cathy Hood (no they weren't mentioned by name in the article) and now
this week we have the front page "story" about alleged misdoings of Mary
Harris with regard to the filing of campaign contributions.
At no time was there any attempt by the author to present both sides of the
issue. The "facts" in the most recent attack are only partial "facts".
The truth (which won't be publishedin the Rio Linda News) is that Mary Harris
has broken no laws, codes or anything else. She did indeed record correctly
all of her contributions and did fill out and the correct forms, and sent
out the correct notices. In fact, she spoke with the FPPC long before
the article was published and amazingly - even though she was right
there in their clutches - they let her go without even a small fine or warning.
Hmmmm, maybe she didn't do anything wrong and that "story" was just a wee
bit slanted.
I think this attack indicates just how much Joe Gluvers and Doug Cater fear
Mary and Cathy. It's a good thing they have someone to do the attacking
and mud slinging for them since they signed the "we won't do that" pledge.
It's really nice to know that I'm voting for two ladies who refuse to engage in this kind of behavior.

The information in the News is factual. Information contained in the email below is false.
See
http://obri.net/rl/election2002.html for articles from the News and backup facts including the actual forms as submitted.
See
http://obri.net/rl/hhdisclosure2.html
for the (new) October 24 letters from Sacramento County Registrar of Voters
to Harris and Hood detailing the amendments and corrections required.
The letters confirm Harris and Hood's failure to comply with the requirement for notification within 48 hours, as required by
California Government Code Section 84206(c).
Read the facts.

Jay, I appreciate you pointing out errors that were made on mine and Mary's
filings so that we could get those amended in a timely manner. I think
a simple phone call would have been very polite. I do want to
point out that some of the errors were created by the staff at the Register
of voters. We simply got bad advice. And to your comment that this
never happens. That's not true. Debbie told me herself that was part of her
job to fix simple errors on a daily basis.
Sincerely
Cathy Hood

Cathy,
Please explain how a "simple phone call" would have allowed you and Ms. Harris
to correct your failure to timely notify your opponents, the Secretary of
State, and the Registrar of Voters AFTER you had exceeded the 48 hours allowed
by
California Government Code Section 84206(c).
Please identify the errors that "were created by the staff at the Register of voters".
Thank you.
