Roger,

Even with Dick Lockart's and Dan Regan's effort, there was no patrolling by the Sheriff over the weekend that we were able to identify. There was no significant additional dumping on our property, but the scavenger activity was intense.

Last night we were awakened twice by scavenger activity on Second Street near M. The first was just before 2am, the second after 3am. I walked to that site this morning, and the trash was spread out to the middle of the street by the scavengers.

This Sacramento County "Neighborhood Trashing Program" has built a new full-time occupation for the scavengers. Only a VERY FEW are from this area. When they have a full truck or van, they just dump things they previously picked up from other places to make room for something "better". They have no concern for the neighborhood they are in, from either a noise or litter standpoint. They are here ONLY because of the Sacramento County "Neighborhood Trashing Program".

I sincerely hope that the "garbage summit" held yesterday has found a way to stop the Sacramento County "Neighborhood Trashing Program".

Roger,

Four pictures follow. The first two are the location which attracted the scavengers that woke us up twice in the wee hours last night. The scavengers that disturbed us were attracted to our neighborhood only because of the Sacramento County "Neighborhood Trashing Program". If this Sacramento County Program was not in place, these people would have no reason to noisily visit our neighborhood between 1 and 4am, spreading trash into the middle of the street as you can see in the pictures.

The second two pictures show the damage caused to my property by the County "pick up" device. In picking up trash from the exposed earth, it is next to impossible to avoid damage. You can see the obstruction to drainage through my culvert, and the removal of earth near one of the fence posts on my 660' of street frontage.

I will correct these problems in a short time with a shovel, but I strongly object to the need for me to follow up the County, repairing the damage caused by County personnel, even if minor. As you have explained to me, and as I understand, I cannot obtain any reimbursement for the time I spend to repair damage imposed upon my property by the County. It is my responsibility to fix what County personnel damage, and you will only reimburse me for out-of-pocket cash expenses.

I hope we can replace this Sacramento County "Neighborhood Trashing Program" with something else that will help us to dispose of trash without placing it on County roadways or easements.
