To the Rio Linda and Elverta Community:
SAFCA's project titled "Lower Dry Creek and Robla Creek Levee Improvements Mitigation Project" has a goal to create a wall along the City/County line by joining the Magpie Creek Diversion Project with the South Levee at Ascot and Dry Creek. This will affect broad areas within all of Rio Linda and Elverta. All the flood waters will stay in our neighborhoods.
We can prevent this by joining together to stop them from raising the South Levee NOW. If it is not raised, they cannot join the Magpie Creek project with it. SAFCA is required by Permit #16033-A BD from the State of California Reclamation Board to get our approval before raising the levee In addition, the law forbids the taking of our homes and land without fair compensation.
For the last several years, SAFCA has been forced to provide hundreds of home owners flood insurance because they have already caused damage by building levees. These levees were constructed to allow construction of North Natomas in a 20' deep floodplain.
Please help us to avoid more future trouble by opposing the raising of the levee. The wall they are building along the City/County line will hold flood waters IN the Rio Linda area, increasing our danger. Politicians have allowed building in the floodplain and now wish to protect that development by flooding our community. There are other solutions, but the politicians themselves will not seek them on their own; it must come from the people's insistence on solving the real problem, not pushing water from one community to another.
Let's stand together now and prevent more bandages on our festering wound of flood danger. Ask for a real solution and say "NO" to flooding Rio Linda.
The meetings they are holding now are aimed at showing community approval. Write your objections to this plan. SIGN a petition to show neighborhood agreement in opposition to their plan.

To the SAFCA Board of Directors:
On September 19, 1997 The California State Reclamation Board issued Permit No. 16033-A BD, a copy of which is part of your "Final Subsequent EIR of the Lower Dry Creek and Robla Creek Mitigation Project", dated August 1998. The permit prevents the raising of the South Levee above 42' unless and until affected parties in Rio Linda have approved a mitigation plan to prevent upstream damages which would be caused by this levee. No such plan has been approved.
This levee will and has caused damage to many areas north of the South Levee all along the City/ County line. The Reclamation Board Permit required SAFCA to provide insurance for those homes and businesses already affected and "flood fight" services at the Bell Acqua Apartments and homes on Ascot. Seven homes on Ascot were forcibly purchased and are being removed due to the South Levee damages.
Therefore, we the undersigned demand SAFCA abide by the The Reclamation Board Permit No. 16033-A BD, with all its conditions 1 through 55. All work to raise the South Levee without a community approved plan to prevent damage to Rio Linda and Elverta neighborhoods should cease.

I would like to thank everyone who sent in a signed petition on the SAFCA levee protest.. A special thanks to Jeff Cullen , Judee English , and Deborah Byrne of CPAC for the extra effort you applied to gather signatures.
At the January 18th meeting of the SAFCA Board of Directors I was able to hand over 531 signed petitions in opposition of them raising the levee height to 44.4 feet and building the north Robla Creek levee.
A copy of these petitions are being sent to the California State Board of Reclamation in hopes they have a friendly ear to listen to our problems here in Rio Linda...
