NOT A FLOODING EVENT?

The six months prior to January 23, 2000, brought a total of less than 5 inches of rain to Rio Linda. The first storm of the season was on January 23 and January 24, 2000, bringing a total of just under four inches of rainfall. These pictures were taken by Pollie Parker on January 24, 2000. Is this a normal storm? Not a flooding event? You be the judge.
