This e-mail is the result of a letter I received from SRCSD Mary K. Snyder,
Collection System Manager, Subject: NOP DEIR DC Master Plan (00-PRE-0593)
RL Wastewater Plant (RLWWTP), dated 6 December 2002. It included the
statement: "...At the present time, the District does not anticipate that
the property will become part of the Dry Creek Parkway in the near future."

It has been my understanding that RLWWTP would be returned to its original
pre - 1955 floodway state and become part of the Dry Creek Parkway.
I have been requesting the removal of the RLWWTP and the levees since 1993.
I ask for your assurance that all of the appropriate agencies will ensure
that the levees are removed and the property returned to its natural and historical
state as floodway. This will assist in the flood protection of the
Rio Linda area.

JULY 1998
A letter from Wendell H. Kido July 28, 1998 states "After the demolition
has been completed, including the restoration of the site, staff would coordinate
with the Real Estate Department for disposition of the property at fair market
value."
My Comment: I was under the impression that the restoration of the site
would include the removal of the levees to restore the site to its natural
and historical use of floodway. Also, I did not understand why the property
would be put up for sale at fair market value when all the property between
the two channels of Dry Creek was wanted for a Parkway.
AUGUST 2001
The Sacramento Regional County Sanitation District (SRCSD), Final Completion
of Contract 3527, is August 3, 2001. This was for the demolition and
restoration of the site.
My Comment: I was surprised that the levees were not removed and the
south basin/pond was filled to the top of the levee with something.
MARCH 2002
The FEIR for the Upper Northwest Interceptor, dated March 2002 indicates
the project proposes the use of emergency storage basins to provide temporary
overflow storage during wet weather. Since the storage basins will be
open to the air, there is a potential for production of odors. The basins
are located within 400 feet of a single-family residential subdivision to
the west.
My Comment: Roger Dickinson stated to me after a meeting in Rio Linda,
about 6 months ago, that the Ponds at the RLWWTP would not be used for the
Upper Northwest Interceptor System. Also, have the occupants of the
single-family residential subdivision to the west been notified of the possibility
of raw sewage being placed in the basins within 500 feet of their homes?
APRIL 2002
The Dry Creek Parkway Master Plan Draft, Dated April 2002 states the ponds
are surrounded by a levee system that could be utilized as a scenic trail
loop. Unfortunately, the associated infrastructure (buildings, storage
tanks, maintenance pits, etc.) contains attractive nuisances that would need
to be eliminated before such a loop trail could be implemented.
My Comment: Another surprise was the Dry Creek Parkway Master Plan Draft,
Dated April 2002 planning on using the levees for a scenic trail.The associated
infrastructure was removed by contract No. 3527 before August 3, 2001.
SUMMARY
It looks as if the SRCSD, CSD-1, UNWI Project, Dry Creek Parkway and the
Sacramento County Recreation and Park District are not communicating with
each other on the RLWWTP.
The RLWWTP lies between the 2 channels of Dry Creek and ever since the inception
of the Dry Creek Parkway, I and others within the community have believed
the RLWWTP to be part of the Dry Creek Parkway.
I was surprised at the comment by Mr. Kido, "After the demolition has been
completed, including the restoration of the site, staff would coordinate with
the Real Estate Department for disposition of the property at fair market
value." on 28 July 1998. Robert F. Shanks, Director, Department of District
Engineering, and Warren H. Harada, Administrator, Public Works Agency, signed
the letter.
I have been requesting for the removal of the RLWWTP and the levees so as
to return the property to floodway as it was prior to 1955 since 1993.
CONCLUSION
I again am asking for all of the agencies listed above to insure that the
levees are removed and the property returned to its natural and historical
state as floodway. This will assist in the flood protection of the Rio
Linda area.
